France's money problems have spilled into its stock market, which is now trailing the rest of Europe by the widest gap since 2010. French stocks are down nearly 4% this year, while Europe as a whole is up roughly 6%, with its benchmark CAC 40 down 4.44% in September alone and up just 4% since start of 2024 versus Europe's STOXX 600 up over 30%. It all started with France's debt, now 119% of GDP at €3.595 trillion, almost as big as its entire economy, projected to hit 121.7% by 2027. Investors dumped French government bonds and pushed 10-year borrowing costs to 4.92%, near 5%, the highest since July 2002.
The debt spiral:
From 14.5% of GDP in 1974 to 60% in 1996, passing 100% in 2020, France hit 119% June 2026. Outside Covid spike, Italy's debt has been stable - France's keeps climbing. Bank of France governor Emmanuel Moulin warns France risks being "strangled by interest rates."
Why now? France must refinance bonds issued at negative rates in 2020-21 at 5%. Treasury sold €12B long-term bonds Oct 1 at 4.93-5.40% vs average 3.55% earlier 2026. Interest costs: €79B in 2026, €72.9B projected 2027, already France's biggest budget item, bigger than education and defense. It exceeds education budget while protesters demand €10B more for schools. Record €340B issuance planned 2027.
Investors now demand more to lend to Paris than to Rome or Athens. France 10-year trades above Italy and Greece. Risk premium over Germany widened to 150-152 bps, widest since 2011 eurozone crisis, largest single-week widening since German reunification 1990.
Banks in the crossfire:
French banks hold that debt as collateral. When OATs fall, banks fall.
Credit Agricole down 3.8% YTD, Societe Generale down nearly 4% YTD and -5.07% single day Oct 7, BNP Paribas up 13.3% YTD but -3.9% Oct 7 and well below August highs. European STOXX banking index up 14% - France is lagging its own sector. Cost of insuring French sovereign debt: 5-year CDS 87 bps, most since early 2013, tripled in one month, rose 60 bps in 3 months vs 50 for Italy and flat for Germany/US/UK. AT1 riskier bank debt also pressured.
"Buying French banks is for the brave" - fund manager quote holds. As one analyst: "Clearly, the market is testing the political situation, telling the politicians: you need to be careful with the budget."
Luxury is no longer fashionable:
Big names were already in trouble before bond panic. China demand decelerated, US normalized, Korea and tourism weak. LVMH fashion and leather goods division down 5% organic Q3 vs 1.8% expected, Louis Vuitton China weak. Sector down 20% YTD, LVMH, Hermès, Kering off 30%+ YTD. STOXX Europe Luxury 10 down 19%. LVMH fell to lowest since 2020. Forward PE now 21x vs historical 23x+ - cheap for a reason, says HSBC. Stellantis and autos down with EU slowdown, Bank of France expects just 0.4% growth 2026 vs 0.9% 2025.
Why gap is widest since 2010:
Eurozone PMI shows private sector growth at 3.5-year high elsewhere. France contracting 0.2% Q1, flat Q2. Budget: €54B consolidation planned for 2027 - spending cuts, pension savings, public wage freeze, levy on large firms. Minority government of Sébastien Lecornu survived no-confidence but path unclear. Moody's Oct 23 review looms - downgrade would auto-raise borrowing costs. Presidential election April 2027 adds uncertainty - candidates proposing expansionary measures.
Result: Europe's most stylish market isn't so fashionable. CAC 40 hit 6-month low 7,856 Oct 1 as 10-year OAT yield topped 4.8% first time since 2008.
FAQ
Why is France stock market trailing Europe?
CAC 40 down nearly 4% YTD vs STOXX 600 up ∼6% because rising 10-year yield near 5% raises risk-free rate used to value earnings, plus fiscal uncertainty adds risk premium. Banks and luxury, which dominate CAC, both hit.
Is France debt crisis like Greece 2010?
Debt pile similar - €3.6T about 10x Greece's 2010 debt, but France borrows in euros, has ECB backstop, economy 10x larger. Risk is slow strangulation, not default - interest > education spending, debt over 120% GDP projected.
Why are French bond yields higher than Italy now?
Investors see France political fragmentation, deficit 5.4% GDP vs EU limit 3%, no credible consolidation, while Italy cut deficit. Spread France-Germany 150 bps widest since 2012, France-Italy premium turned negative - Paris pays more than Rome.
Are LVMH, Hermès, Kering good buys now?
Trading at 21-25x forward PE below historical avg, LVMH at 25% discount to peers. BofA has buy ratings expecting progressive recovery, but HSBC warns Q3 sales growth just 2.7% vs 7% Q2, China headwinds persist. Anti-consensus long-term trade, not quick bounce.
Will French banks recover?
Depends on bond stabilization. If Moody's downgrades Oct 23 or budget fails, yields could hit 7% per some managers, banks face tighter credit, loan quality risk. If budget passes, relief rally possible - but STOXX banks +14% vs French banks negative shows market already pricing French risk.
