Microsoft today in Paris announced new capabilities across Microsoft Sovereign Cloud, expanding choice and control for organizations running their most sensitive workloads across public and private cloud and its growing partner ecosystem. Announced by CEO Satya Nadella, the update pushes Sovereign Cloud from connected to disconnected operations, with Sovereign Public Cloud available across all European datacenter regions and Sovereign Private Cloud now scaling to hundreds of servers on Azure Local.
This is Microsoft's answer to Europe's demand: use AI everywhere without losing control of data, operations, or keys.
What was announced in Paris:
Microsoft Sovereign Cloud is not a separate cloud. It's controls layered over Azure, M365, Power Platform and Dynamics. Two paths:
1. Sovereign Public Cloud - evolution of Microsoft Cloud for Sovereignty:
- Runs in existing EU datacenters, no migration required- Customer data stays in Europe, under European law- Data Guardian - new capability: any remote access by Microsoft engineers to EU data is routed to EU, monitored in real-time by EU-resident operator who can halt it, logged in tamper-evident record- External Key Management - customer holds encryption keys in own HSMs (partner Utimaco Germany)- Regulated Environment Management - policy-based governance for sovereignty controls- EU Data Boundary - end-to-end AI data-processing stays in EU- M365 Copilot expands in-country processing to 15 countries2. Sovereign Private Cloud - built on Azure Local, customer-operated:

Ability to transition workloads from connected to disconnected operations entering public preview. Run critical services even when link to cloud is cut.- Scale:
Previously max 16 servers per cluster. Now hundreds of servers + external SAN storage support. Opens large-scale private sovereign clouds.- Data:
SQL Server on Azure Local GA for connected + disconnected. DocumentDB and Blob Storage on Azure Local entering public preview.- Dev:
GitHub Enterprise Local GA at Ignite as validated appliance on Azure Local. Keep repos, code, artifacts local. Use GitHub Copilot with locally hosted models for inference.- AI:
Foundry Local GA at Ignite for connected/disconnected on Azure Local. Expanded model catalog - Microsoft, partner, open-weight, open-source. Local inference + agentic retrieval grounded in local enterprise data. Now includes NVIDIA RTX Pro 6000 Blackwell Server Edition for sovereign private AI.- Productivity:
Microsoft 365 Local (now in preview/GA): Exchange, SharePoint, Skype for Business Server run fully inside customer sovereign boundary on Azure Local. Works disconnected, supported to 2035.3. National Partner Clouds:

Why it matters now:
EU regulators, defense, healthcare, public sector need AI but can't send data to US clouds. AWS launched European Sovereign Cloud earlier 2026.
